    <title>Client Case Study: Brevard College</title>

    <content:encoded><![CDATA[<p>For almost 20 years, FLP+D&rsquo;s owner, Matthew Fusco, has provided campus planning services for Brevard College. He and the firm have worked with the college to develop long-range plans for sustainable growth and management of their 130-acre campus nestled in the mountains of Western North Carolina.</p>

<p>With a focus on sustainability and experiential education, the mission of the college drives master planning vision and goals. We have performed extensive analysis of existing conditions on the property and developed plans that have allowed the College to designate their own zoning district within the city of Brevard. This process has allowed for more efficient review and approval of proposed improvements on campus.</p>

<p>Additionally, through Matt&rsquo;s work, sections of Kings Creek, which bisects campus, have been restored to a more natural form and conservation easements placed to protect the stream in perpetuity. The current master plan envisions a campus where cars are secondary to a student&#39;s experience. This is being accomplished by rethinking the campus circulation patterns and actually relocating interior parking areas and vehicular circulation to the perimeter of campus. In some cases, vehicular access areas may be converted to pedestrian plazas, creating a campus core that will be more pedestrian friendly and conducive to the learning environment at the college.</p>

<p>Most recently, FLP+D worked with McMillan Pazdan Smith Architecture in the design and construction of Stanback Hall, Brevard College&rsquo;s newest state-of-the-art residence hall. This project was part of the master plan, and Fusco Land Planning &amp; Design, PLLC played a role in the development of outdoor spaces, relocation of parking facilities, landscape, and the design of innovative stormwater facilities to control runoff from the newly developed site. Other recent improvements at the college include a new entrance sign structure and a new synthetic turf sports field.</p>

    <content:encoded><![CDATA[<p>A custom home located at The Cliffs at Keowee Springs in Upstate South Carolina. We worked closely with Ike Kligerman Barkley Architects of New York and the homeowner to carefully site the house on a spectacular piece of land overlooking Lake Keowee.</p>

<p>We designed outdoor spaces to complement and highlight the articulations of the house and the surrounding landscape. We developed a planting design with a vision of defining spaces, grounding the house within its setting, and creating a transitional landscape which incorporates a more open meadow-type environment close to the house and then transitioning to the natural wooded setting of the surrounding area.</p>

    <content:encoded><![CDATA[<p>In late 2011, Fusco Land Planning &amp; Design worked with Southern Appalachian Highlands Conservancy (SAHC) and the landowner(s) to protect 474 acres, consisting of 6 land tracts atop Little Pisgah Mountain in southern Buncombe County. The effort resulted in the protection of a highly visible mountain ridge along the Eastern Continental Divide.</p>

<p>This project was a complex process due to the number of tracts and each owners&rsquo; desire to maintain buildable homesites on their respective tracts. We were able to work with the family and the land trust to carefully identify future building sites that not only complement the larger landscape, but also maintain the conservation values of the property (which include water resources, wildlife corridors and the viewshed). The properties contain high-elevation pastures, significant rock outcroppings, and prime forest land rising to an elevation of 4400&rsquo;, which is visible from Chimney Rock State Park as well as Downtown Asheville.</p>

<p>In addition, the protection of this land adds this property to a collection of protected lands totaling over 1500 acres in the Little Pisgah area.</p>

<p>Fusco Land Planning &amp; Design, PLLC is proud to have worked with landowners and SAHC to come up with this innovative solution for land protection and development.</p>

<p>Matthew Fusco has worked with the City of Brevard for nearly 20 years, starting in 1999 by participating in phase one&nbsp;planning for the city&#39;s first greenway (pictured above). After the greenway planning, Fusco proceeded to work on corridor studies and then developed a downtown master plan and streetscape design for the city.&nbsp;With two decades of work completed, the benefits of this long-range approach are&nbsp;clearly evident in Brevard today.</p>

<p style="text-align: center;"><a class="button" href="https://www.fuscoplatt.us/projects/commercial/urban-land-planning-cutting-through-the-red-tape">How Fusco Keeps Projects Moving</a></p>

<p>&quot;The city&#39;s proximity to Pisgah National Forest and DuPont State Forest and all of the associated outdoor recreation in the area, as well as their small downtown core and topography were really the important characteristics and assets that drove the plan,&quot; Matthew Fusco said in looking back at the start of his work with Brevard. &quot;All of that made Brevard conducive to being a walkable community that could support the needs of all ages. We saw early on that the market was changing due to manufacturing leaving the area, much as it has elsewhere in Western North Carolina, and that the future could focus on their natural assets. With Brevard Colelge as well as Brevard Music Center as integral parts of the community, there is a wide range of opportunities to be focused on.&quot;</p>

<p><strong>Fusco developed the following long-range plans and recommendations for the City of Brevard:</strong></p>

<ol>
	<li>Greenway and overall conceptual plans for connecting downtown Brevard to the forest at Davidson River. Fusco also developed recommendations for a direct connection from downtown, which was later developed as Bracken Mountain</li>
	<li>Corridor studies for Asheville Highway between Pisgah Forest and downtown Brevard</li>
	<li>Downtown master plan</li>
	<li>Most recently,&nbsp;&quot;PARTF&quot; application support for a new park on the west side of the city.</li>
</ol>

<p>&quot;Whether it&rsquo;s designing a new bike path traversing an urban landscape, new trails within the 400-acre Bracken preserve, or improving our public park system, we knew we needed an expert &mdash; which we found in Matt,&quot;&nbsp;said Daniel Cobb, the City of Brevard&#39;s planning director. &quot;As Brevard grows, we are faced with increasing development pressures that place new demands on our public spaces. Matt encouraged us to think beyond our present-day needs and develop a long-term plan. We are now prepared to balance smart growth with the ability to preserve what makes Brevard such a special place to live.&quot;</p>

<p>Much has been completed. Today, residents and visitors in Brevard enjoy the greenway connection to the Davidson River and to the forest from downtown. And there is ongoing work to improve the greenway connections to the south and the west. The reconfigured traffic pattern through town as proposed by the original Downtown Master Plan has been completed, as has some block redevelopment in downtown.</p>

<p>&quot;I think the pushing of the Greenways master plan as well as downtown streetscape modifications including the reconfiguration of travel lanes through town were both innovative for the time.&nbsp;We were able to work with the city to explore all options and think outside of the box with regard to how best to address their challenges,&quot; Matt said. &quot;I have not been directly involved in the most recent projects, but I am proud to have helped develop the initial plans that got the ball rolling.&quot;</p>
